

The Angolan-UK bilateral relationship is underpinned by a growing partnership focused on trade, investment and security cooperation, with UK trade missions and engagement targeting diversified projects and investments that support Angola's economic transformation and attract British investors. This has recently been underlined by the British Ambassador and Angolan Minister of Planning signing an MoU to confirm DBT support for the implementation of a new PPP mechanism.
This roundtable, in partnership with DBT Angola, forms part of a wider study visit by the Ministry of Planning and will focus on the Ministry's work on this new PPP programme, led by Ivan Emanuel Marques Dos Santos, the Secretary of State for Public Investment, and other senior officials from the Ministry.
They will be joined by speakers from DLA Piper, who have been supporting the implementation of the new PPP mechanism, and from Standard Bank, who are actively engaged in Angola through infrastructure financing, PPP support and collaboration with government-led economic diversification initiatives.
The Secretary of State and his delegation are keen to engage with UK organisations with expertise in derisking projects and to build partnerships that can help develop the PPP unit further, particularly around projects in the infrastructure, energy, agriculture, water and finance sectors.
As part of the wider coordination of a National Development Plan (2023-2027) and longer-term 'Angola 2025-2050' programme, the Ministry of Planning's strategy prioritises economic diversification, strengthening investment, building capacity and promoting infrastructure projects.
