Mongolia
Over the past 30 years, Mongolia has transformed into a vibrant democracy, tripling its GDP per capita since 1991. With vast agricultural, livestock and mineral resources, and an educated population, Mongolia’s development prospects look promising in the long-term assuming the continuation of structural reforms.
Mongolia’s economic growth is projected to rise slightly but remain modest at 2.4 percent in 2022, with the rise mainly driven by the removal of COVID-19 related restrictions and a strong rebound in the agriculture sector. Rising private and public investments and household consumption are expected to support domestic demand. However, lingering border frictions with China, weaker global economic prospects, and higher prices of imports due to the war in Ukraine are expected to constrain the economic recovery.
To ensure sustainable and inclusive growth and to reduce poverty, Mongolia will also need to strengthen governance; build institutional capacity to manage public revenues efficiently; allocate its resources effectively among spending, investing, and saving; and ensure equal opportunities to all its citizens in urban and rural areas.
Philip Malone was appointed British Ambassador to Mongolia in 2018. He joined the Foreign & Commonwealth Office (FCO) in 1981.
He has served in a range of FCO and overseas posts, with a particular focus on Asia and Europe, including postings as Deputy Head of Mission in Helsinki, Head of Chancery in Singapore and as British Ambassador to Laos.
Kyrgyzstan
The Kyrgyz Republic has rich endowments, including minerals, forests, arable land, pastures, and has significant potential for the expansion of its hydroelectricity production, agriculture sector, and tourism industry. Growth in GDP reached 7% in 2022 but is expected to halve in 2023.
Mr. Sadyr Japarov, who came to power following political unrest in October 2020, was elected president in January 2021 with 79% of the vote and pledged to tackle crime and corruption while establishing order in the country. The presidential form of government has been consolidated, and the overall political situation has stabilized.
The Kyrgyz economy is heavily dependent on remittances, gold production and foreign aid and as a result has been vulnerable to external shocks. Strong and sustainable economic growth requires institutional strengthening and policies to develop the private sector, spur international trade, and encourage fiscally sustainable energy production.
Ann Herrigan is the Deputy Head of Mission at the British Embassy in Bishkek.
Ann joined the Foreign & Commonwealth Office in 1999. Her career has been divided between postings in the Middle East with a posting in the United Arab Emirates (2004 to 2007); Eastern Europe, with a posting in Belarus (2010 to 2013); Central Asia with a posting in Kazakhstan (2013 to 2016); and Africa with a posting in Mali (2016 to 2017).
Serving in London, Ann was part of the Private Office of the Foreign Secretary (2000 to 2004) Convention Arms Control Desk Officer in Security Policy Department (2010 to 2013) and Deputy Team Leader of the UN and EU Sanctions Team in the Sanctions Unit.
