

Join us for a presentation on the ICAI’s rapid review of Tackling fraud in UK aid through multilateral organisations which complements an earlier review on tackling fraud in UK Aid. The review made three recommendations designed to strengthen the oversight and management of governance and fraud risk frameworks in multilateral organisations.
The rapid review assessed the extent to which the UK government ensures the effective management of fraud in its core funding to multilateral organisations. Multilateral organisations, like other programme delivery partners, support the UK’s global interests and objectives, and continue to receive a large proportion of UK official development assistance (ODA). Following previous reviews, the government committed to ensuring a “truly transparent, efficient system” linking performance to multilateral funding.

Tarek Rouchdy, ICAI commissioner
Tarek Rouchdy is CEO of a consulting firm specialising in internal audit, risk management, corporate governance and fraud investigations. As a UK-qualified accountant and Chartered Banker, he has over 40 years’ experience in these areas including holding positions such as Auditor General of the African Development Bank, Head of Internal Audit of the European Bank for Reconstruction and Development and Chief Financial Officer of the Central Bank of Egypt.
In working with development banks for over 20 years, Tarek has audited and reviewed public and private sector projects covering among other things infrastructure, education, health, financial institutions and venture capital funds many of which involved fraud investigations.
His experience spans many locations including the UK, Egypt, Tunisia, Ukraine, Belarus, Russian Federation, Kazakhstan, Saudi Arabia, Syria, UAE, Ivory Coast, Angola, Mozambique, Zimbabwe, Rwanda, South Africa, Zambia and the Philippines.
