

Dr. Arthur Minsat will present Africa’s Development Dynamics: Regional Value Chains for a Sustainable Recovery, share key insights and open discussion to BEI members.
The 2022 report explores the ways in which developing regional value chains can help African countries recover from the socio-economic shocks of the COVID-19 pandemic and accelerate productive transformation. It highlights policy areas where private and public actors’ support for regional value chains is needed, as they operationalise the African Continental Free Trade Area (AfCFTA).
African firms can harness digital innovations to reduce production costs, and governments can design policies for skills development, public procurement and foreign investment to strengthen industrial linkages. Two continental chapters examine African initiatives and global trends, while five regional chapters tailor policy recommendations to sectoral value chains.
Arthur heads the OECD Development Centre’s Unit for Africa, Middle East and Europe. Every year, the unit produces Africa’s Development Dynamics and Revenue Statistics in Africa, in partnership with the African Union and the European Union, and Quality Infrastructure in 21st Century Africa with the African Centre for Economic Transformation (ACET). Previously, Arthur worked at UNDP in New York, volunteered in Abidjan during the electoral crisis and gained private sector experience at Wolters Kluwer. He has taught at the LSE, King’s College London and Sciences-Po.
