The State and Local Government Programme (SLGP) is a DFID-funded programme managed by HTSPE Ltd. The programme was set up in 2000 to run for eight years. It is one of DFID's largest programmes in Africa, with a value of £27,000,000 and the first major governance programme in Nigeria since the re-introduction of democracy in 2000.
It was experimental - no one knew how it would be accepted or how much would be possible. It had a flexible design in which an innovative approach to reform has evolved within a challenging and uncertain political and administrative environment. The outcomes so far demonstrate real and lasting impacts.
For this project HTSPE Limited was highly commended in the British Expertise International Awards 2007/8.
