Cardno Emerging Markets (UK) Ltd is part of Cardno’s Emerging Markets Division, with registered international development assistance companies in Brisbane, Brussels, Colombo, Jakarta, Melbourne, Nairobi, Oxford, Port Moresby and Washington. Cardno Emerging Markets (UK) Ltd encompasses Cardno Emerging Markets (UK) Ltd, established in 1979 and the former Emerging Markets Group Ltd (UK Office). These companies specialize in the supply of technical assistance and consultancy services in the disciplines of food security and rural development, post-conflict management and transitional governance, value chain development and international trade facilitation as well as financial and private sector development. These services are now provided out of a single registered business in the UK.
Cardno’s Emerging Markets Division provides specialist professional services associated with the planning, design, implementation, evaluation and monitoring of development programmes across a range of physical, economic and social infrastructure sectors. Cardno’s Emerging Markets business has a global presence and strong commitment to use and build local capacity. The Division manages more than US$ 500 million of technical assistance contracts, brings together over 90 years of collective experience and engages over 3,000 professionals world-wide in more than 100 countries. Our country knowledge complements our technical specialization, allowing us to tailor solutions to local development challenges.
Together Cardno Emerging Markets Division serves a range of clients, including the US Agency for International Development (USAID); Australian Agency for International Development (AusAID), the European Commission, UK Department for International Development (UKAid), the World Bank group, the Global Fund, the Millennium Challenge Corporation (MCC), Asian Development Bank (ADB), African Development Bank (AfDB) and UN Agencies, as well as working directly with partner governments, private clients, non-government organisations and communities. As a result, we are able to bring knowledge and skills across our clients to spur innovation and achieve and promote effective development. Our client specific expertise allows us to provide operational efficiency while pursuing the path to long-term sustainability.
ACTIVITIES
Food Security and Rural Development: Cardno Emerging Markets works with governments and international agencies to help develop and implement food policy and manage food security and social safety net programmes. Our focus is on improving food distribution, promoting sustainable resource use, linking research with markets, enhancing the role of the private sector through agricultural value chains and trade reform. Cardno Emerging Markets manages a range of initiatives that help to address the causes of poverty and work to support the sustainable development of rural communities.
Community Development: Cardno Emerging Markets is involved in the development and introduction of policies and strategies for participatory and decentralized planning, resource allocation and management that takes into account local needs and the specific demands of the most vulnerable.
Environment and Natural Resource Management: Cardno Emerging Markets is helping governments to manage the sustainable use of natural resources and raise awareness of the economic cost of environmentally unsustainable policies and practices.
Governance: Cardno Emerging Markets’ experience in governance spans a range of initiatives aimed at improving public sector management, strengthening law and justice, achieving greater efficiency in government services, increasing private sector development, protecting human rights and creating a greater role for autonomous systems of civil society. Transparency, accountability and participation are key objectives of the projects and programs we design and implement.
Post Conflict and Disaster Relief Management: Cardno Emerging Markets is involved in the design, implementation and monitoring of projects resulting in the successful resettlement and reintegration of internally displaced people, including former ex-combatants, and the consolidation of war damaged communities.
Reconstruction and Rehabilitation: Cardno Emerging Markets manages the repair and reconstruction of physical infrastructure plus interventions aimed at rebuilding the economy and key social infrastructure.
Trade, Economic Growth and Private Sector Support: Cardno Emerging Markets assists governments to build national capacity in cost effective and sustainable business development services such as organisational management and capacity building, access to micro finance, promotion and public awareness, information on new technologies, export and domestic market access.
Financial Services: Our financial expertise includes both the management of funds for donors and the provision of technical advice in drawing the financial sector closer to development. The company has an extensive track record in the provision of technical assistance to Central Banks and Ministries of Finance, while at the opposite end of the aid spectrum it is managing a programme to advance financial literacy among Africa’s poor and marginalised.

AFGHANISTAN – ARBP Provision of Technical Assistance in Support of the Amu Darya River Basin Management Programme – Kokcha and Panj Watersheds
AFGHANISTAN – CARD to provide technical assistance to manage the Comprehensive Agriculture and Rural Development Facility Interim Management Unit in order to promote the ability of the Afghan authorities to promote sustainable growth in legal rural incomes
BANGLADESH - The Bangladesh Remittance and Payments Partnership (RPP) Project is a £7.5 million ($14 million) initiative developed by the Department for International Development (DFID) in conjunction with Bangladesh Bank and the Ministry of Finance. Its goals are to: produce measurable impacts on the price, speed and growth of remittances in Bangladesh; promote pro-poor economic growth in order to increase the incomes and employment of the poor and improve the access and reduce the costs of migrant remittances flowing into Bangladesh.
BELIZE – Banana Support Programme, To promote sustainable development in the traditional banana growing areas of southern Belize and to alleviate poverty
BOSNIA HERZEGOVINA – Agricultural Information Systems project to support the development of BiH capacity to collect and analyse agricultural statistics to mirror standards applied in EU member states.
THE GAMBIA – Rural Water Service Supply Sector Programme (RWSSSP) that aims to increase capacities in the water sector and provide rural and peri-urban inhabitants with access to an improved water supply together with hygiene education and sanitation components
GEORGIA – An ERBD-funded project based in Kutaisi and Poti, designed to strengthen the delivery of water services in Georgia by financing critical investments in key cities which are willing to implement reforms
GLOBAL - EC Framework Contract Lot 1 Rural Development and Food Security,
GLOBAL - FEF is a DFID-funded path-finding programme, seeking to increase financial inclusion whilst demonstrating how financial education can be used for poverty reduction. The aim of the Financial Education Fund is to establish financial education as a credible means to reduce poverty in African countries by increasing financial capability and financial inclusion.
GLOBAL – The Business Linkages Challenge Fund was a £16 million DfID programme to facilitate linkages between corporate business and small and medium enterprises.
KOSOVO - Agricultural Master Plan, Emergency Farm Rehabilitation Project. The scope of the programme was to strengthen the institutional capacity of MAFRD in planning and implementation of agricultural policies and strategies through participatory development of an Agricultural Master Plan and support for its initial implementation.
LIBERIA - TA for the Implementation of the Community Rehabilitation Component within the Post Conflict Rehabilitation and Capacity Building Programme to lay the foundations for the sustainable rebuilding of Liberia’s rural infrastructure, to support community-based and community-driven development and to create the environment necessary for investment.
LIBERIA – Outgrowers Programme. The objective of the assignment is to help the Government of Liberia develop a comprehensive policy framework to encourage inward and domestic investment and participation in the development of nucleus-plasma type out grower schemes for the tree-crop sector
MALAWI - Income Generating Public Works Programme to enhance the social-economic situation of targeted rural and peri-urban communities, through improved accessibility, infrastructure, and promotion of productive activities by creating linkages to economic activities.
MALAWI - Technical Assistance Support to the Improved Forest Management for Sustainable Livelihoods Programme, designed to improve the livelihoods of forest dependent communities (men, women, boys and girls) through improved sustainable collaborative management of forests both in forest reserves and customary land through the design and introduction of sustainable livelihood strategies promoted within key impact areas.
MALAWI - Technical Assistance to the Institutional Development Across the Agri-food Sector Programme (IDAF), to support institutional reform and development, raise capacity of the MoA in policy formulation and strategic planning and to build commercial public/private sector partnerships.
NAMIBIA - Supporting the Transition of Extension and Research, through a comprehensive approach to rural development: at community level, by supporting self reliance through community action planning, not only for agriculture, but also for water, health and broader livelihood options; at the national level, by ensuring effective collaboration amongst support service providers
PAPUA NEW GUINEA - Rural Coastal Fisheries Development Programme to improve the welfare of rural coastal populations through greater participation in harvesting and marketing of their marine resources.
ST KITTS AND NEVIS – ISSED, to facilitate GSKN in its effective and efficient implementation of the Institutional Strengthening for Social and Economic Development Programme
SWAZILAND - Private Sector Support Programme for Swaziland to create new employment opportunities in Swaziland through private sector expansion.
TAJIKISTAN – Support to the Establishment of National Advisory Service (SENAS) to enable vulnerable parts of the rural population in Tajikistan to use unutilised or under-utilised resources for their economic and social development.
TANZANIA - Technical Assistance Services of a Coordination Adviser, to provide the Government of Tanzania with operational support in connection with commitments under the Stabex Framework; involving the establishment of management capacity within the NAO office to undertake the administration and coordination of Stabex funded programmes
UGANDA – NUREP, the Northern Uganda Reintegration Programme is to promote reconciliation and reduction of regional disparities through development. It is based on a flexible “Conflict Prevention, Management and Resolution” (CPMR) approach, supporting the belief that even in the midst of conflict, there exist windows of opportunity when a targeted intervention can make a difference to people’s lives
UGANDA – SPRING, Stability, Peace and Reconciliation in Northern Uganda, to provide technical expertise, direct programming, including capacity building and a small grants program to facilitate improved livelihoods, especially to underserved populations and those living in the LRA-affected areas of Northern Uganda
VANUATU - Producers Organisation Programme 2 – Marketing. The POPII marketing assistance project helped identify agricultural products with strong economic potential together with their prospective markets (local, coastal and beyond)
VIETNAM – SMEDF Small and Medium Enterprise Development Fund, to create and operate a revolving financing facility - the small and medium-sized enterprise development fund (SMEDF) that offers medium and long-term financing to selected commercial banks for on-lending to SMEs and to strengthen the institutional capacity of the Vietnamese Development Assistance Fund (DAF)
