We are delighted to be invited to the London Office of the Bill & Melinda Gates Foundation for a briefing on the work of the Foundation by Andrew Mace, UK Government Relations Officer. Many British Expertise International members working in development have experience of working for Foundations, and this is an ideal chance to better understand the way this major Foundation works.
The Bill & Melinda Gates Foundation was created in 2000, within an initial focus on health, education and agriculture. Warren Buffett pledged Berkshire Hathaway stock worth $31 billion in 2006, Bill joined Melinda full-time at the Foundation in 2008, and in 2011 the Foundation moved to its new permananent home in Seattle.
In 2015 the Foundation made $4.2 billion in grant payments and employed 1,420 people. The main areas for grants were: $2.06 billion to global development; $1.18 billion to global health; $527 million to USA education; and $240 million to global policy and advocacy. Within global development the main sectors were Polio (22%), Agricultural Development (21%), Vaccine Delivery (18%), Family Planning (7%), Child Health (6%) and Water, Sanitation & Hygeine (5%).
Grantees and partners are at the centre of the Foundation's work. Gates work on initiatives to tap the expertise of others, and have interaction with consultants from concept development onwards. Many grants are awarded through the Challenge Funds concept. There is no general policy about working with consultants, different teams do it differently, and many of the key people are based in Seattle.
The European and Middle East Office in London focuses on Global Policy and Advocacy as well as Communications. Andrew is particularly keen to meet members with expertise in advocacy and policy influencing on health, agriculture and other policies, both in Europe and the Middle East, and in Africa and South Asia.
